We all make mistakes. Some are more egregious than others. Some of the best old businesses for the average buyer are gone, CR Anthony's, Sears & Roebuck, Montgomery Wards has changed extensively, Walmart has proved to be tough stiff competition which has caused many changes. Penny's has had good quality basic items and some nice leathers coats vest, Jackets, etc.,
Society changes has forced many stores to revamp. It is a tough business. Things get soiled, stolen, styles constantly changing. This last advertising JC Pennys has been doing is very costly and not that enticing. MOO! This guy has lost business and perhaps many customers. Hopefully they can recover.

Walmart has triumphed and the others you mentioned failed because Walmart is obsessed with keeping prices low. It's a great business model (Standard Oil, IKEA, etc). The other retailers eventually succumb to the idiotic idea that they can increase their markup (by "just a little") and it gets out of hand. They end up being overpriced and irrelevant.
