Every single article on the “policy change” referred to it as an Executive Order, so what? Thomas Sowell, whom I quoted, doesn’t have particularly strong arguments?

Are you saying you agree with 4Speed in post 16 that a President Romney would be unable to reverse the policy? That he would need a bill from congress?

Every single article on the “policy change” referred to it as an Executive Order..

It wasn’t an executive order, for obvious reasons, avoiding Crimes and Misdeanors on Obama’s part.
Here, lets let a Democrat describe it.....Steny Hoyer

“The president of the United States has the responsibility to execute the laws of the United States,” said Hoyer, “and what he has said is — in terms of prosecutorial discretion — that he wants to give these folks under three defined parameters an ability to have a two-year waiver, which could be re-applied for in order for them to continue to go to school and/or to work.”
“I think that’s appropriate, I think [that’s in] the best interest of our country and that’s why the president has taken that action,” said Hoyer. “[And] in terms of prosecutors clearly have discretion in terms of what cases they’re going to bring or not bring and I don’t think anybody questions that under the Constitution.”
Last Friday, President Obama announced that “effective immediately,” without any congressional action, the Department of Homeland Security would “lift the shadow of deportation” from hundreds of thousands of illegal aliens between the ages of 16 and 30 who have been in the United States at least five years and meet other criteria.

NOT an Executive Order

Here ya go, with a LINK...Media Matters after all, knows all things Democrat.

Actually, President Obama did not circumvent congress by using an Executive Order to effectuate his policy change. The change in immigration policy was set forth in a memorandum written and signed by DHS Secretary Napolitano. To be an Executive Order, the memo would have needed to be an official document bearing Obama’s signature and published in the daily Federal Register. Obama outsmarted congress by effectuating his policy change through prosecutorial discretion that is consistent with the current law and has decades of precedent.

Following the Obama administration’s announcement that it will grant certain undocumented immigrants the chance to be exempted from deportation, Fox News claimed President Obama had issued the decision as an executive order, implying he did so to circumvent Congress. In fact, the change is an exercise of prosecutorial discretion that is consistent with the current law and has decades of precedent.
