The only solution is to cut the dead trees and turn them into wood pellets.

Not the only solution; furniture, lumber, etc.

However, the 9th Circuit is afraid that the roads required for logging will harm the forest so they banned them in the Federal lands.

Colorado is in the 10th Circuit not the 9th.
