Didn’t McConnell recently invoke a Senate rule prohibiting these appointments before the election?

It was not a “rule” but a Senate tradition. No action on appellate judges starting 6 months before a presidential election. District court ones traditionally can go up to 2 months before. Every once in a while McConnell does something right. Hussain is nominating these so he’ll have GOP ‘obstructionism’ to complain about leading up to this election, even though as Senator Hussain he did the same before the prior one.
