You also have the fact that Eastern WA is a desert plateau with a significantly higher average elevation than Western WA, and specifically from a climate standpoint, Western WA gets marine effect, where Eastern WA gets hit by winds from central Alberta at some points of the year, and eastern Oregon at other times of the year.
