One way to fight back would be for the content providers to target one of the countries pushing this idea and cut off all services. Focus on one target for maximum effect to change hearts and minds or leave them, in effect, in the dark.

Good idea as a protest.
However this is exactly what the UN wants, to plunge the peasents into isolated darkness, much easier to control the ill-informed.
Agenda 21:Divide and conquer.
Random hour long disconnections would be more effective than long periods of time, the whole internet community would go mad.
