There is a Navy proving ground in Aberdeen, MD. Probably testing out of there.

According to the Saulsbury MD newspaper, it crashed on Bloodsworth Island which is in fact nowhere near Saulsbury.

Folks,

Locally, this is reported as a Coast Guard drone. It crashed at Nanticoke, on the eastern shore. That’s the south-east part of Maryland, east of the Chesapeake bay. I don’t know what Coast Guard facility it would have been flying out of.

Aberdeen Proving Ground is Army base, located close to I-95 and bridge over Susquehanna River (northern end of the Chesapeake Bay, on western side of the Bay.
