No politician can “do it” without sufficient power. That power comes from the people. The Tea Party showed the way in 2010. If there is a groundswell of public opinion in favour of — whatever —, then the politicians will become motivated and empowered to do that.
Consider a counter-example. Obama and Obamacare. Obama spent a lot of political capital ramming Obamacare through. Now, it seems that about 2/3 of the people don’t support Obamacare, and it might be quashed by the SCOTUS.
If any governor were to eliminate public-sector unions, without broad public support; they (the unions) would just rise again like zombies.
