This kind of bureaucracy is a runaway train. They "find a spotted owl" and there will be buckets of money from FedGov to keep them in clover for the rest of their careers. In many of these rural counties, resource industries are so depleted by regulation that government is the largest employer. Tombstone will dry up and the bureaucrats, contractors, and other hangers on will dominate local elections.
It's time for the County sheriff to show these creeps the door.
