It comes across to me in the same manner when the Egyptians halved the straw, the Israelites needed to make mud bricks, but then doubled the amount of brick quotas the Israelites had to make.
I think the state should declare a state emergency and call out the National Guard and County Sheriff to escort and guard the repair crews until the repairs are made. Accomodations for interfering FS wieners should be at Sheriff Joe’s luxury jail.

To hell with the shovels, to hell with the forest service; roll out the bulldozers and the backhoes and challenge those a**holes to arrest 1000 honest men and women trying to save their town. If you have a good Sheriff and deputies who know who elected them, make sure they are there. If you have a crap sheriff remember him in the next election.
Go in with whatever equipment it would take to do this job in as short a period of time as is possible.
Have the governor order Arizona State Police to monitor and arrest any federal agent who tries to stop the work from proceeding using heavy equipment.
Orders: Protect work detail, equipment, and materials.
Defense orders: Shoot to kill.
Any federal lawsuits, judgements etc.....ignore them.
