Not the same thing - investigators are not special prosecutors. I don’t think Congress ever approved special prosecutors again. I think it may have been while Reno was at the DOJ and guess who was her assistant AG at the time. I don’t know what it would take but I think it’s something Congress has to get involved in with legislation.
They could have gotten Fitzpatrick out of retirement and he could have gone after the leakers as viciously as he did Cheney and Liddy. These two will no doubt be clones of Fitzpatrick, only this time we’ll see selective investigation techniques.
