Normally, hunters are required to take their quarry back with them. Only in the case that something got away could this be a problem. And I would not trust a committee of nobody but greenies to quantify how bad the problem is.
Thats what I was thinking, who leaves the carcus behind? State laws require the meat of game animals to be utilized. A gut pile maybe but not the carcus.
