The LDS Church has adopted a modified form of the Boy Scouting program as the official program of the church's Youth Men's program. As part of this, each ward automatically charters Scouting units, which is what leads to the number of LDS Scouting units being so high while the average number of youth per LDS unit is far below the national BSA average of youth per unit.
The number of LDS youth in Scouting is so high because its not exactly a youth choice. If you're a male LDS youth, Scouting is an official program of your Young Men's church program.
What you heard about financials is almost certainly true for certain Councils. It's not at all true for the BSA and the overwhelming majority of BSA Councils. I've served as the Council Commissioner of one of the BSA's largest Councils.
