No, they don’t hate each other more than they hate the USA. After all, they were able to trick Nixon back in 1971 by the pretense of enmity, weren’t they?
They do hate each other and I am not alone on this thread in believing that... and they had a nuclear exchange on their borders... allies do not do those sorts of things.
