A 16-year-old boy was shot and killed in a dispute over a bicycle Saturday afternoon on the South Side, authorities said, and another man was killed in West Humboldt Park late Saturday night.
Fifteen others were shot and survived Saturday night and Sunday morning, police said.

For years as a state worker, I screened and signed up eligible people for jobs training, counseled them, checked with them at the schools/programs. It really helped a few; however, most, when they hit a bump in the road, gave up and dropped out.
They had so many problems and so much baggage, it was very difficult for them to overcome even the smallest daily problem.
The women, often single mothers would be on food stamps, subsidized housing, Medicaid, all the freebies. They signed up for training to get some more money-actually paid a stipend to go to training. Most had a sorry live in that beat them or their children, ate the kids WIC food, and spent the stipend money on booze or drugs.
Believe me, it is NOT the lack of programs. It is a lifestyle most are brought up in--3d or 4th generation welfare.

To be fair, most of Chicago is safe. There's just a few "organized communities" that you should stay away from.

Democratic/Communists in Chicago give them all the freebies and turn their heads to the crime committed by these moochers, in exchange for their vote. That's why the gangs continue to kill each other and the public...they have the protection of Mayor Rahm Emanuel and his democratic/communist bosses in Washington. They feel empowered by oboma, eric holder, jesse jackson and sharpton, and the green light that oboma has given them to stomp all over anyone they so choose.
Everybody’s happy with their share of the pie, except the hard-working, tax-paying, civilized citizens of Chicago, who are moving out of Chicago in big numbers. And all that will be left are the illegals and the welfare moochers who pay no taxes. Whatcha’ gonna do then, Rahm?
Nothing will change until the democratic/communist party is
thrown out of Chicago. The unions have to stand up and stop voting democratic/communist. The cops’ hands are tied by Rahm Emanuel. The courts are in lock step with Rahm Emanuel...though some judges are honest. And let us not forget the corrupt, money-hungry former mayor Richard M. Daley...responsible for his share of gross corruption right up to the end of his term.
