Gov. Jerry Brown is proposing to fast-track California's $69 billion high-speed rail project by easing legal scrutiny under the state's landmark environmental law, this newspaper learned Friday.
The proposal, which the Legislature would have to approve this month as part of launching the state's biggest-ever construction project, does not change the California Environmental Quality Act. But Brown's plan, while angering environmentalists, would have two major consequences.
First, it virtually takes away the final bullet in the chamber that project opponents were hoping to use to kill high-speed rail: a court-ordered injunction halting construction.
Second, the proposal adds to a growing number of large-scale projects that Brown and former Gov. Arnold Schwarzenegger have tried to exempt from the most intense environmental legal scrutiny by arguing that California needs to create jobs quickly.

When I speak about your State... I speak the truth... you speak of lies and stereotypes. Parchment has so much Federally supervised interference that people incarcerated there live a much higher standard of living than your average Californian will enjoy in the coming years. Since you now have devolved into slander... I will drop our conversation. It can go no further since you forced it beyond reality.

Hey LLS, did you happen to catch the Measure B’s in both San Diego and San Jose this evening? They pulled a Scott Walker on the PE unions on pensions with huge margins. We may end up having to impeach a few judges if they get in the way, but these are actions that will lead us back to sanity. Both cities have very large Hispanic and Asian populations, so you can’t say that they are “white votes.”

Thanks... I’ll read it later tonight. We had a death in our family and I have to deal with the wake tonight and funeral tomorrow. I’ll read it without a doubt.
Thanks again.
