This is a question better saved for historians... Did GWB leave a bigger mess for BHO than BHO left for Romney? It will be a no brainer. But for now, focus on replacing BHO.

The Democrats controlled all of Congress from Jan 2007 until Jan 2011 and still control the Senate. They deserve some of the blame. They increased Bush's budgets. He should have vetoed the spending increases, but the Dems wanted even more.

The prescription drug program, an unfund liability of $7.2 trillion, was one of Bush's biggest mistakes. Karl Rove was the "mastermind" by this as a way to preempt the Dems on their traditional issues. And same holds true with his No Child Left Behind, another expansion of federal power and funding.
