I actually think vote fraud should be punished very severely. To me it's a step below treason or espionage.
Like treason or espionage it's an attack on a fundamental aspect of the commonwealth. Where treason and espionage attacks us as a people, vote fraud undermines our most fundamental tenet of government - self-government.

If someone wanted to make it a capital crime I would not object.

To be effective any punishment for vote fraud needs to primarily deliver the consequences to the candidate or candidate's organization that organized it. Maybe a life time ban from politics might be appropriate for the candidate and his/her minions as well as permanent loss of the voting right.

Isn’t it already a felony?

Just enforce the punishments that exists instead of ignoring infractions.
