Either the Wagist.com or ConservativeTreeHouse.com published an Orlando Sentinel interview with Serino, and he says he did NOT recommend ANY charge against Zimmerman.

this document. It is the last page of Serino's report, which began on page 35, and the relevant passage is the last paragraph.
