Is that even legal to accept pesos for payment? Wouldn’t they have to have some kind of banking/currency exchange license to do that?

Oh sure, but only if ya don't speak Spanish...If ya speak Spanish, it's free, on the house!

The American tax payers are quite familier with this type of thing.

Why would it and why should it be illegal to accept currency other than US dollars for goods and services?

Many businesses along the southern border accept pesos and others along the northern border accept Canadian money. Nothing new here and depending upon the exchange rate the profits can increase. Walmart, H-E-B, Circle K, etc.
