Instead of killing them why not export them back to Africa? There used to be the American Colonization Society that was started in 1816 and dissolved in 1964 which raised funds to send Blacks to Africa. http://en.wikipedia.org/wiki/American_Colonization_Society

Because they would just come back and bring more with them.
When you are fighting fleas you don’t just send them to another dog, you kill them and be done with it.
