Is there any word on what requirement the state of Hawaii thinks is not being met to access the information?
Is there a dispute over whether that requirement is being met?

It doesn't matter.
"Full faith and credit" in the Constitution gives Arizona all the requirement it needs.
The Supremacy clause in the Constitution overrides Hawaii's laws on the matter of Arizona's access.
