regulation at the local level
I agree on regulation at the local level. Local regulation is always better than state or national but it is not perfect.
Unfortunately the local govt blindly accepts the national regulation because they don't understand it and don't have the time and resources to look at it.

the unfortunate part of local regulation is that the few wackjobs that want a chicken coup are at the city council meetings bullying them into allowing a farm - grandma does not know about the meeting and wakes up to lost equity and the scent and sounds of chickens wafting over the fence
