Would the Constitution be against a bill that say anyone with $40 billion or above have 90% tax on their wealth. Which only includes the two biggest Liberals, Bill Gates and Warren Bufffet. Just curious

I don’t know, I am a layman when it comes to formal Constitutional Law. I just know what I read there, and it says bills of attainder are forbidden. From what I can read and understand about what bills of attainder are, it seems that they are laws targeting specific individuals. I guess that means you could call them by name, or describe their circumstances so specifically (e.g., someone who makes a certain amount of money, or someone who recently became wealthy with an IPO and then renounced their citizenship to avoid punitive taxation) that it was clear who was being targeted.
