I agree with you about Joel Ch 3. Whats in view here is Israel and Judah being restored at the end of the age, “in those days and at that time’

Joel 3:1, he returns Judah and Jerusalem. This happened on June 7th, 1967.

God is using the Jubilee process to restore Israel and the world. This is not for the church, the church is spirit and waiting for the Bridegroom.

To complete the restoration he then needs three things to meet the conditions of Leviticus Ch 25 and Daniel Ch 9 to declare the Jubilee if he so chooses.

1. Jerusalem, and Judea restored, when they ‘come into the land that I shall give you’
2. He needs 17,640 days (49 x 360 days)
3. He needs a Yom Kippur, the Day of Atonement. And then if he so chooses can declare the Jubilee himself (see Jeremiah Ch 34:17). He knows how to count one, we don’t.

At some point after the restoration of Jerusalem, the nations “cast lots for my people” Joel 3:3 (like Purim, when the Persians voted to destroy Israel, they meant it for evil, God meant if for good) the nations will vote in some manner to part the land. Like they almost did last August in the UN. Then he will bring all nations to the valley of decision.

The rest of Joel Ch 3 reads like the book of Revelation.

When they divide the land, they are working to undue the punitive measures he has now resolved after the Babylonian captivity by 70 years and then another 2520 years to the very day in 1967.
