NO, its the notary's commission expiration date.

No. That’s when the notary’s commission expires. The expiration date of the notary commission is included for the purpose of comparison to the date of execution of the instrument (August 28, 2008) so that the recording agent (in this case, the South Carolina Election Commission) can see that the instrument was properly acknowledged so that it can be recorded.
