Not true - although it is difficult it can be done. There is a group called the Power Team - Christian ex-athletes that do assemblies at high schools and youth groups, and talk to the kids about drugs and gangs, etc. They are always ripping phone books, breaking stacks of concrete blocks, breaking baseball bats, and yes, snapping regulation police handcuffs. It takes a great deal of strength and a fair tolerance for pain, but it can be done.
