I propose nothing. I have no idea how to get the Latino vote. But it doesn’t take an Electoral Map genius to recognize that Texas going Dem would make it essentially impossible for the GOP to win a Presidential election.

And the only way out is to get a bigger share of the Latino population to vote GOP. Not impossible but I see very little progress in that direction.
