We have to assume at this point that Obama intends to attack Iran before the election. Otherwise, this saber rattling would make no sense. Recent developments in the Israeli government reinforces the idea that an attack is forthcoming.

Politically. Obama has nothing to lose by launching an attack. His Arab backers will screetch but he doesn't care what they think. In the end, all he cares about is re-election and his continuing campaign to cripple America from within. The caliphate can wait.

I think when they say “fully available” they mean
fully available TO Iran.
