This reminds me of what a previous governor of Ohio did a number of years ago when companies were leaving the North to take advantage of lower costs in the South. The governor said that any company that left OH must pay the state a sum equal to six months wages. After about six months, the governor and his stupid colleagues couldn’t figure out why new business formations in OH were virtually zero. To their credit, they took the “exit tax” off the books. Idiots...
In the 90’s a major supermarket chain wanted to put a distribution warehouse in White River Junction. Vermont said no, it would put too much pressure on their roads. So...it was built in New Hampshire, right across the border and put pressure on Vermont roads. NH gets the revenue, Vermont gets nada.
