Charity, private charity, had been the classic American way of helping people who fell on difficulty due to no fault of their own. Less so now that government has taken over so much of its function, and far more wastefully. Is Head Start the only thing that could help Julia in getting an education? Is she so hard up now she can’t afford the pill or condoms if she and hubby want the passion but not the progeny? (If there is a hubby? Is she, heaven forbid, an alley cat?)

There is a big reason why the government option is preferable to charity by the left. Charity requires the acknowledgment that those who have achieved and who therefore can give are not villains. It also suggests that the recipient of the charity be appreciative and thankful to those who provided the charity. The left is driven by hatred, and cannot abide that. They prefer to vilify those who have, take their ‘stuff’, make it clear that they have no choice but to give up their stuff, and then spit in their face rather than be thankful.

By the government's own standards, Head Start is a dismal failure, every year since its inception . In the annual report received by the White House, its effectiveness rating (100% is total success) hovers at or below 50%.

And that program is one of hundreds similarly rated, which continue to be funded year after year.
Can anyone imagine a private industry company whose success rate for decades is 50% surviving long?
I'll have to find the official site that documents that beyond question.

Any program with a rating of less than 75% should have gotten the ax decades ago. Yet, like vampires, they continue existing and more similar programs are added every year.

Julia--- Julio--- lets make it simple, No useful productive work, no food. No food, starve.
Community organizing to create additional parasites does not qualify as work. Activism which destroys property and lives is not work.
Back to the drawing board.
