My understanding is that if you don't pay it, the courts can't prove who was driving and won't come after you.
That may vary from state to state.
Search on "courts cannot enforce red light camera tickets" and you'll find links to many stories regarding same.

You’ll get a Bench Warrant placed on you. Proof or not - they still will want to see you in court to know why you think you’re so awesome that you don’t feel you need to pay the fine.

Bench Warrant = No Fun.

If she ran it; pay it. If she didn’t find a lawyer who will represent for half the fine amount.

Locally they've decided that even if they can't prove who drove it and arrest him, the car is still guilty and can be towed.

Sounds like what we did years ago with a doggie without license ticket. Got the doggie the license, but did not go to the court to register it. (Idiots .... we thought getting the license would inform their system we were in compliance...duh..). Many years later hubby with a cop friend who decides to for fun run him through the computer... ding ding ding..... warrant for his arrest over non-licensed doggie! OMG!!!! Threat to society that we were... go to court...

They bring in the perps in holding, among them a young, very pregnant woman and various assorted people included some obvious scoundrels.

Up first, young pregnant girl... Judge gives her 45 days in county jail for non payment of speeding ticket... she protests her baby is due in five days...no problem says judge..."you need to pay your dues to society for breaking the law". Second up... Six foot, swarthy, bearded guy, strong man, built arms.... Judge: "Oh sir, I see you have served time in San Quentin - we don't want to run you through the system" They let him go OR.

That was about 1980. The system was screwed then and is worse now.

I still wonder about that child that was born in jail because of this judge.
