That Sir or Madam is a fact! There is no way the Administration would allow Biden to do anything on his own. There is no doubt in my mind that Dim Joe Biden is absolutely the dumbest man to ever hold the office of Vice President.
I cannot say he was the dumbest Senator, since there have been some real doozies there. But at least they cannot do as much damage.
