Why does every issue require Congressional action? Shouldn’t this be addressed in individual school districts?
This whole problem was caused by the Feds to start with; insisting that children who are disruptive be mainstreamed; therefore, making classroom learning virtually impossible.

Yep! Solitary confinement and shackles. Just one more way ( among hundreds) that government socialist-entitlement schools **are** prisons for children whose only crime was being born.
