There are lots of inert M-18 casings that have had the C-4 taken out and they used for training. The fragmentation part is molded or epoxied in and stays with the inert casing. The frags are little BB sized shot.
Scary looking, but harmless. They are used in the SMCT-1 task training for emplacing Claymore mines. Bringing them on board a flight would cause a predictable panicky response from TSA. Very dumb.

I saw a demo once , impressive.
Nothing says good morning to Charlie like a claymore in his face.
TSA handled this as gracefully as it could considering, I can only imagine some of the stuff that does get thru.. and the dummies carrying it.
But wouldn’t a sane person check ahead of time; and let the airline know that you are wanting to transport a dangerous “looking” device?
What did she expect when they ran her bag through the x ray machine???
