I read someplace, years ago, that the Azeris are ethically related to Persians and that the Persian Iranians look on them as “little brothers” and had made overtures of some kind .... probably misremembered it, it was just one article, years ago, about Caspian oil politics and the efforts the U.S. was exerting to minimize the amount of Caspian Basin oil traveling south to Iran.

I think American oil interests own about 20% of the BTC (Baku-Tbilisi-Ceyhan) pipeline that runs oil to the Mediterranean, which also undoubtedly upsets Iran.
