Sounds to me like he's defending the U.S. saying we didn't start these institutions for some self-serving purpose but to spread peace and prosperity.

Read not just what he said, but what known scoundrels said about him at the same time. Sorry, but the nonsense from people like this has gone on long enough. If you lay down with skunks, you get up smelling like skunk.
What he said was not just rhetorical flourish, but an open embrace of anti-Americanism, no better than when those Supreme Court justices decided they should look to international law for their decisions, not just limit them to US law and precedent. Not their job.
