TX is about neck and neck (450 violent incidents per 100K people) compared to CA (440 similar incidents).

Hmmm. Lets look at two big cities.

Those are big city figures where the ratio of blacks in CA vs blacks in TX is much more lopsided. Dallas is 25% black vs LA’s 10%. Statewide crime stats are about the same for CA and TX, as I pointed out in my links earlier in the thread.
