So, what you wrote is true, except that there are no commissars any more and they don’t come from Moscow. I would think that little fact changes the whole picture you are painting.

Referring to commissars from Moscow is merely a wry attempt at satire, which you, apparently, confuse with truth.
This slight playing with the composition does not change the picture.
