It's not just income tax, it's regulation and the mindset of the regulators. I've heard many stories from business owners who moved out of CA about the difference. In CA many agencies must pay for part of their budget by fines. The regulators come in with the attitude that business owners are the bad guys who should pay fines for the privilege of being able to have a business in CA, and they will look around until they find something.
In states like TX and NV state regulators ask how they can help new businesses, offer ways to meet regulations of which there are a lot fewer. Those former CA business owners were amazed to find government officials who actually appreciated having them open a business in their community.

As a new resident of the Tri Cities, (Kennewick . .), I see a lot of former Cali residents. Back when I lived in Texas, same story. Talking to one ex-Californan, he told me that he was amazed how cheap houses were in the suburbs north of Dallas area. He actually bought two houses because ‘they were a deal’.

If you read the comments at the end of the original newspaper piece the problem becomes crystal clear -- California libtards deny the obvious and make up specious rationalizations about reality, i.e.property tax rates are just slightly higher than the national average. The big positive is, the libtards won't move because they don't think anything is wrong.
