Freeze immigration with two exceptions:
- People who had less than a year to go (people in the pipeline taking their exams, etc.)
- People who perform a job only a few people can do, and job demand outstrips native supply

However, there are already about 150 million adults living in countries around the world who would migrate to the United States if they could, according to a Gallup survey released on Friday.Cut out welfare and all the other freebies the fedgov hands out, and that number would probably drop to just 42.
