Oh, I don't know... one way might be to transfer oversight of dual-use technology from the State Dept. to the Commerce Dept. like Bill Clinton did in '96, with this result:
According to the GAO, "vulnerabilities in the Dept. of Commerce's deemed export control system could help China and other countries of concern improve their military capabilities.""...in fiscal year 2001 China accounted for over 70% of the 822 export licenses approved by the Commerce Department."
GAO-Commerce Exports Could Help Chinese Military
It probably is just a zany conspiracy theory after all...
Highly secret military technologies are not going to be approved for export to China no matter how many conspiracy theories say otherwise for the simple reason that they are not available in a regular market, they are totally controlled by the militray. The only way the Chinese can obtain them is to steal them via spies...If you work in any corporation you would realize how extremely strict the export compliance rules are...Even basic technologies are highly regulated when it comes to export...
“It probably is just a zany conspiracy theory after all...”
Or they can just “lose” several laptops with classified info at Los Alamos, or just allow a scientist (Peter Yang) with classified knowledge to visit “relatives” in China with a working Klyston switch (the once highly secret trigger for making a thermonuclear weapon work).
But in the final analysis of all the salient facts it is obviously simply a zany conspiracy theory after all... so you are correct.
