I'm thinking that there's more to it than what's here.
When an adult can't restrain a 6 year old, there's an issue, either with the adult, or with the 6 year old. I'm wondering if she was handcuffed to avoid hurting herself.
And the bit about her complaining that "They were tight", well, that's what handcuffs do.
As a principal of a christian school, I once had a kindergarten student stab another student in the head with a pencil. She missed the boy’s eye by about 2 inches. I never really believed much about demon possession until this student came along. If you were to say the word “Christ” near her, she would hiss like a cat.

That seems unlikely.

This shows alot of what is wrong with our system. The teacher should have been able to smack her butt when she started the tantrum and not let it get to the point where she was ripping things off walls. Instead the police are called to cuff her. Crazy.

I know from experience what a little kid can do.
I had to hold my 10 year old daughter down to allow a nurse to draw blood from my daughter; a necessary medical procedure. Basically, she won’t cooperate with any medical procedure that involves a needle, or cutting (in one case a very infected ingrown toenail), so I have had to do this before.
It took me AND two more nurses to get the job done without hurting her.
If the kid came through without being injured, or injuring anybody, I’m not going to criticize the cop. He did a good job. A six year old without any sense of restraint is capable of a remarkable amount of violence. While any grownup can stop the kid, doing so without hurting (i.e. leaving a mark) the kid is a challenge.
I hope her parents spanked her when she got home, but more likely they just thought “Cha-Ching!”

If had done what she did what the cop’s did would be nothing compared to what my dad would do.
I do think that issuing teachers nylon strip handcuffs might be acceptable. They are inexpensive, quick, effective even on small wrists, and some varieties have very high tensile strength.
With time, the teacher could teach their students a three stage warning. At the first bad behavior, they get a strap on one wrist, as a warning. At second instance, they get a strap on the other wrist, again as a warning. If they keep it up, however, they get a third strip that binds the other two together. In front, if they are not too violent, or behind, if they are.
The teacher should generally keep in reserve a larger, stronger, ankle strip, if the child goes bonkers and starts kicking violently.
My kids will learn something at an early age. Never talk to the police
