That is what has happened in Newark; the new arena doesn’t attract as many people as it was supposed to (in part because the competing one in “white” NJ didn’t close as Newark politicians had hoped it would), and the surge in business expected after dark in the general area is sporadic. The remaining businesses in Newark are squeezed until they head to greener pastures, while new business heading into the are (usually fleeing NYC) simply go to Jersey City instead.
I think the only hope for these cities is the foreigners who come to set up shop in them.
