In my younger years I had occasion to deal with foreign diplomats in several embassies - Barbados, Panama, Jamaica and Trinidad. I found they were strictly bound to their interpretation of very loose regulations and unable to discuss alternatives. Reasoning was just out of the picture. They had a “better than you are” attitude and seemed to think their excrement didn't stink, if you know what I mean.
