Nope. Nobody does. Social Security refuses to release any info on the number. All that is known is that it was issued sometime in March of 1977 ( records obtained for deceased individuals of numbers before and after that number were issued in March 1977 ). There is one database that shows the number was issued to someone born in 1890. That is not unbelievable since if you go on the SS death index, a number that is a few hundred after his was issued to someone born in 1890.
