That’s an interesting concept. But it seems like it’s the type of “water” being used. Police end up patrolling the middle/upper middle class neighborhoods to keep the criminal elements at bay. While in the lower income and zero income neighborhoods it’s all about detective work and mop up.

There are few to zero 'patrols' in most large city white neighborhoods. Last time I saw a police car here was over a year ago. Police do respond to crimes, but they don't patrol. Where I live, every family (except three) has a private security system - monthly fees etc. We also have a neighborhood watch program.

There's about 300 families in my neighborhood - say an average of $40 a month for security - or $12,000 per month for the neighborhood - for a total of $144,000 a year - and on top of that we have a neighborhood watch program .... AND we pay for police to babysit high crime communities. We pay for police protected that we get damn little of...

Time to switch incentives. Each home in a community gets billed for police protection based on how much their community uses.

I suspect in black communities the 'fear of being caught snitching' will end after the first 3 months of bills come in... If people have to pay for their out of control children, they will start dealing with them... If they have to pay for the violent drug dealer, they'll band against them. Perverse incentives are giving us what we have now - switch them for healthier communities...
