Strictly speaking pandemonium is a case where multiple demons are released. It’s a religious reference. The original use referred to spiritual demons, but recently the term has been used in a more secular way.
But we all know what demons he’d set free.

It calls to my mind Milton’s Paradise Lost, in which “pandaemonium” is either a meeting of demons in hell or the building in which all the demons meet, I forget. Anyway, they all get together with Satan to decide how to get back at God.
