Yes he did. As someone else pointed out above, “suspension” also allows the candidate to hold on to their delegates until the convention. Don’t know if that’s true or not, but it makes sense.

By not officially terminating a campaign, a candidate can continue to raise money to retire debt. A candidate would not be allowed to terminate their campaign in the technical sense with the FEC unless they paid off their obligations and debts.
In general, candidates who suspend their campaigns get to keep any delegates they’ve won, while candidates who drop out have to forfeit certain delegates, usually statewide delegates.
One interesting aside: Santorum remains on the ballot in Pennsylvania and Delaware on April 24, so hell still get votes. But how many?
