They are making all former infractons that used to deserve suspension into "non issues." Viola! no more suspensions. The perfect solution to crime. Make all former felonies 'misunderstandings.'
I particularly love the African reasoning... the previous crime of "habitual physical defiance of authority' into a non-issue.
